1) Creat new file (ctrl+n) White BG
2)
First, creat new layer
using your polygonal lasso tool draw a triangle
Go to Edit>fill
And fill it with your color of choice.

3)Deselect the tentacle
go to Filter>Distort>Shear
On the line in the box move the line around until it looks wiggled.
4) Ctrl+ click tentacle in the layer pallette to hilight the tentacle. Fill with copper Gradient. Draw as shown in picture below.
Got to layers>Adjustments>Curves

5) Create New Layer.
Fill with the transparent/white gradient, in the same manner as above.
Go to Filter>Blur>Guassian blur
Use the settings: Blur 5.4 PX
6) link both layers, then merge linked.
Click on the tentacle layer, go to blending options.
Using the following settings :
Inner shadow : 100% opac
Distance 1
size 13
Play with a drop shadow if you prefer until you find something you like.
To change the color of you tentacle, got to
Layers>Adjustments>Hue and saturation until you find something your happy with.
