This is a bit newbish to ask but who cares. Im wondering how do u select a general color in photoshop. This right here is mostly blue, so how do i take all the blue?

You could try the color range option to get most of it. It has a slider where you can adjust the tolerance level. Up in the menubar: Select-Color Range
Use the eyedropper tool and click the section you want to select.
The magic wand tool may work for you here as well. It also has a tolerance level.
