First start with a nice fat font. In this example I am using a font called "bush Gardens". Use any color you want to, I chose red.
Next your going to go to Select>Load Selection.
In your layers pallette, Right click on the layer and click rasterize layer.

Next, hit Shift+Ctrl+N, this creates a new layer.
Now hit Select>Modify>5
Now you will have the dotted lines inside of your text.
In your color choices, choose a color lighter than the color that you stared with.
Hit Shift+F5. fill in the outlined area with the lighter shade of color that you have chosen.
Your picture should now look like this:

Hit Ctrl+D to deselect the current outlined areas.
click on Filters>Blur>Box Blur>2
Right click on your first layer, Use the settings shown below:

Now, back to the top layer, right click, and add a drop shadow and innershadow to your layer. Play around with it untill you find something you like.
You can add some highlights with your airbrush if you like, and you are done:)
