Microsoft reserves 20% of your available bandwidth for their own purposes like Windows Updates and interrogating your PC etc To get it back: Click Start then Run and type "gpedit.msc" without quotes.This opens the group policy editor. Then go to: Local Computer Policy then Computer Configuration then Administrative Templates then Network then QOS Packet Scheduler and then to Limit Reservable Bandwidth. Double click on Limit Reservable bandwidth. It will say it is not configured, but the truth is under the 'Explain' tab i.e."By default, the Packet Scheduler limits the system to 20 percent of the bandwidth of a connection, but you can use this setting to override the default." So the trick is to ENABLE reservable bandwidth, then set it to ZERO. This will allow the system to reserve nothing, rather than the default 20%.It works on Win 2000 as well

I don't think changing this setting makes any difference, the 20% is only reserved when a QOS program requests priority bandwidth.
If nothing that uses QOS is running and sending data, 100% of bandwidth is available.

That is completely false. If you had taken the time to research it you would have found out. In fact disabling QOS can actually slow you down as some software and ISPs actually make use of it.

Your experience is quite typical. You will find a lot of disinformation about supposedly secret ways to increase your download speed, as if Microsoft and the various developers just weren't smart enough to figure them out.
Strangely enough, they never work and there's never any hard evidence to support their claims. Some of them even want you to pay.
If they worked, I'd be using them. So would the rest of us. The client developers would include them. Microsoft would likewise.

speedtest.net will give you a more accurate reading, from a server close to you. You should test on several different days at different times of day, including a weekend, to get a real idea of your connection speed.
